관세청, 대미 수출기업 지원 위해 반도체·의약품 등 10단위 HSK 연계표 제공
미국 정부가 발표한 상호관세 예외 품목에 대한 한국식 품목번호(HSK) 연계표가 공개됐다.
앞서 미국 정부는 지난달 2일 주요 교역국에 대해 상호관세 부과 행정명령을 발표하면서 관세 부과 예외 물품 1천43개 품목번호를 공개했다.
미국이 발표한 상호관세 예외 품목은 △기존 품목별 관세 부과 대상 △향후 무역확장법 232조 적용 검토 중인 품목 △미국 내에서 자체 생산이 곤란한 특정 광물 및 에너지 등을 포함해 총 1천43개(미국 기준)다.
다만, 발표된 물품들은 미국 기준의 품목번호(HTS)인 탓에 국내 수출기업들은 정확히 어떤 품목이 상호관세 부과 예외 대상에 해당하는지 확인하기 어려운 상황이었다.
관세청은 19일 미국이 공개한 미국품목번호(HTS) 품목을 한국품목번호(HSK) 10단위 품목으로 연계한 연계표를 관세청 누리집을 통해 공개하는 등 대미 수출기업이 수출신고 품목번호(HSK)를 기준으로 상호관세 부과 예외 대상 품목을 쉽게 확인할 수 있도록 지원 중이다.
관세청 연계표에 따르면, 상호관세 예외 품목들로는 우리나라 주요 수출품인 반도체 디바이스(제8541호)와 전자집적회로(제8542호), 완제의약품(제3004호)과 원료의약품(제3003호), 석유제품(제2710호)이 포함돼 있다.
이외에도 목재 가공에 사용되는 원목(제4403호)과 제재목(제4407호) 및 합판(제4412호), 전력산업과 군수품의 주요 원료인 구리 및 구리제품(제74류) 등이다.
앞서 관세청은 그간 미국의 관세정책에 대응해 지난 3월18일 품목별 관세 부과 품목인 철강·알루미늄 파생 제품에 이어, 지난달 18일에는 자동차 및 부품의 한·미 품목번호 연계표를 제공해 왔다.
한편, 관세청 관계자는 “앞으로도 미국 정부의 관세정책 변화에 맞춰 품목별 연계표를 확대·제공하겠다”며, “현재 운영 중인 미국 관세 품목분류 상담센터(042-714-7538), 품목분류 사전심사 신속처리제도(Fast Track)를 적극 활용해 대미 수출기업이 체감할 수 있는 실질적 지원을 강화해 나가겠다”고 밝혔다.
